Good move by city council

The Russellville City Council appropriated $2,500 to the Dr. Wayne Ray Scholarship Foundation and passed a resolution in honor of the recently retired superintendent during a brief regular meeting Monday night.
The scholarship has been endowed in Ray's name.
Ray, who retired last December after a 43 1/2 career in the city schools system, spent a lifetime serving this community and the students in the school system here.
"I'm honored that they decided to (endow) this scholarship," said Ray, a 2003 Franklin County Citizen of the Year who was also recognized for serving 28 years on the city parks and recreation board and two terms as a board member for the Franklin County Chamber of Commerce.
The council's action Monday night is an investment that will pay dividends for the city's future.
One penny spent on a child's education is money well spent.
