RPD discovers 13 children in unlicensed daycare center
Dec. 3 Russellville resource officers were following up on home visits when they discovered 13 small children inside a residence on Franklin Street. According to the Russellville Police Department, investigators were notified and responded to the residence.
During the investigation, the Franklin County Department of Human Resources was called to assist. It was determined two women were operating a daycare from the residence. DHR took possession of the 13 children, whose ages ranged from infant to 2 years old.
Eulalia Alonza Andres, 40, and Maria Francisco Tomas, 50, were arrested and transported to the Russellville City Jail and charged with operating a daycare without a license and 13 counts of endangering the welfare of a child. Bond was set at $14,000 each.
According to RPD, the investigation is ongoing.
