A Russellville man who initiated an eight-hour standoff with police at Fred’s Discount store inside the old Food World Shopping Center in 2007, conducted another three-hour standoff with police early Thursday.

Russellville Police Chief Chris Hargett said Justin “Bo” Cummings, 27, 1287 Adams St., Russellville, is charged with making a terrorist threat, which is considered a Class C felony punishable by one to 10 years in prison, if convicted.

Officials said Cummings was talked into surrendering after an almost two-hour conversation with negotiators.

Authorities said the situation began just after midnight and ended around 3 a.m. when Cummings walked outside of his residence, surrendering himself to law enforcement officials.

“No one got hurt and that is the main thing you want to accomplish in situations like this,” Hargett said.

Hargett said authorities were alerted by a 911 call from Cummings’ mother stating that her son was making threats towards himself while holding a gun aimed at his throat.

Hargett said once officers arrived at the scene, the mother told authorities that Cummings threatened to kill any cop who tried to enter the residence and in turn commit “suicide by cop.”

Authorities said the Franklin County Special Response Team was called out to aid with the situation after police received information that there were three other people inside the residence along with Cummings.

“We had received information that led us to believe he had two weapons inside the house,” Hargett said.

Officials said Cummings had a semi-automatic rifle and a loaded shotgun inside the house during negotiations.

“We were finally able to convince him to come outside, get the weapons out of his possession and make the arrest,” Hargett said.

Cummings is currently being held at the Franklin County Jail without bail.
